According to the Merriam-Webster dictionary, consciousness refers to “the state of being characterized by sensation, emotion, volition, and thought.” A baby in the womb is like a growing plant, alive yet not possessing any advanced cognitive abilities that define consciousness. While a human fetus could be aware of their body, for example, by perceiving pain, it still lacks the mental ability to respond meaningfully to external stimuli, making it conscious.
Reflex movements of a baby in the womb and soon after birth are automatic responses to physiological processes, also registered in other non-conscious species such as plants, and don’t necessarily indicate the presence of conscious thought. A case can even be made that true consciousness only happens after birth since that’s when the baby first perceives the real world and starts to form their own independent thoughts.
In the womb, the fetus’ brain hasn’t fully matured to the point of capacity for conscious thought. That occurs later in kids.
Evidence for this is the fact that no one has been verified as having a memory of their time in the womb, nor even the early days after birth, a phenomenon called ‘infantile amnesia.’ Memory is linked to consciousness, which involves the mind's ability to process and recall experiences. The absence of such memories strongly suggests that the necessary neural mechanisms for consciousness are not active in a fetus before birth. This proves that true consciousness begins well after a baby is born and not in the womb.

It is important to note that there is little consensus about when consciousness begins, and because of this, people should be careful in their ideas and beliefs about it. In fact, scientists cannot fully explain consciousness, meaning misconceptions could cause harm to children in terms of policies and beliefs. Still, at this time, science shows that babies are conscious in the womb and can even perceive pain.
While there are varying levels of consciousness, the ability to feel pain, or pain consciousness, as early as 24 weeks. Babies, at the very least, are conscious by the mid-point of pregnancy. Furthermore, there are even studies that show newborns can feel pain as early as 12 weeks. While the unborn cannot tell us exactly what they are thinking or feeling, we must rely on logic and reasoning to understand their level of consciousness. For example, babies hear and respond to their mothers and others’ voices from the outside around week 27. Further, they have sleep and wake cycles in utero and as early as eight weeks into the pregnancy, and their language learning development begins at week 30. These all exemplify development consciousness in the womb.
According to Psychology Today, ‘Third-trimester fetuses appear to be capable of learning sequences of auditory beeps. When an auditory tone deviates from a pattern established earlier in the experiment, the fetus shows this surprise response in its magnetic brain activity.’ According to these studies, it is as if the fetus is responding with, ‘Huh?’ to the beeps.
No matter how many studies have been done, we can never know for certain what unborn babies are feeling or thinking. But just because we don't know does not mean it isn't so.
